The organizers have checked the "illegal" ids and deleted them. A new plug-in has been added so that NO MORE THAN ONE ACCCOUNT CAN BE REGISTERED WITH THE SAME IP WITHIN 2400 HOURS. The future matches will also to monitored to warrant fairness.

I think by some law I don't know, the numbers are supposed to even out? But a conspicuously small number of people have seen Pretty Cure, not many seem interested in KG and Madlax, and the bulk of the fans have watched Marimite, Stopani, Mai-HiME, Kannaduki, and perhaps Yami to Boushi.

Maybe its because Marimite, Stopani, Mai-HiME, Kannaduki, and Yami to Boushi have more straightforward pairings or exclusively female characters only.
KG and Madlax are wierd on first glance...not many people can get past that...which is a pity...

Indeed. But Madlax still won with quite a big margin. I agree about Pretty Cure....kinda hard to summon up the energy to watch that...^^;
However, people should really watch Kaleido Star. That's in my top ten list of all the anime I've seen.

The problem only occurs when two popular characters come up against each other.
The crux of the matter is that both these characters' other halves: Mireille or Chloe or both, and Setsuna, have already been voted in, so the whole fandom pretty much gets up in arms united against the common enemy.
But the moderators clearly don't want to ban new users or set a time after registration for voting to be allowed. The system is currently one based on TRUST. Like someone said, it is flawed for this reason. However, it /almost/ works! There are probably only one or two black sheep in the bunch. We're a lot like a little family-community. It's just that the system has already exceeded this small family model by a little bit, and has become unruly. Banning new users from voting would be a great idea...
...but, um, I suspect they want to boost the forum's popularity, which is a great idea too!
Hence the permanent headache.
At this stage, checking and deleting accounts registered from the same IP seems to be the only solution.
That will be hell of a job! opening a account is faster than checking and closing one. that idea of not allowing people to open accounts within 2400hours with same IP seems good.
